San Clemente's roots are as a "master-planned community", developed by the Janss Investment Corporation beginning in 1947. It was a project of Harold Janss, an Austrian immigrant who had previously developed Coachella, Palm Desert and other communities in Southern California's desert areas. The area encompassing present-day San Clemente was largely agricultural and undeveloped until 1950 when construction of the San Diego Freeway (I-5) placed it within commuting distance of Los Angeles.
In 1937 James Ross Crawford (1901–1990) bought two tracts of land including the southern portion of Rancho San Joaquin and another property south of that holding with plans to develop a seaside resort community in what was then called "South Laguna".
San Clemente's history dates back to the 18th century when it was a Spanish colony. In 1776, Juan Avila was granted 2,000 acres (8 km2) to build a ranch and cattle business. When California became part of the United States in 1850, Americans began to move into San Clemente. In 1868, the area was named Shafter Township after American Civil War General Joseph "Fightin' Joe" C.
San Clemente's average rainfall is greater than that of Los Angeles, while average summer temperatures are lower than those of inland regions.
The University of California, San Diego is located at the southern end of the community on cliffs overlooking the Pacific Ocean. The university originally occupied an area of San Clemente known as "Black's Beach." The site of Black's Beach was originally a Native American village, which existed from around 10,000 BC until about 400 years ago. Near that same location in 1918, oil was discovered and developed as the most significant remaining oil field in southern California. The 1921 discovery of oil at Black's Beach led to a boom in San Clemente; by 1924 there were forty-four working oil wells. Oil production continued until 1986.
The City of San Clemente in San Juan Capistrano, CA, is the original home of the Mission San Juan Capistrano. The mission was founded by Father Junipero Serra in 1776 and named for Saint John the Baptist.
