In 1874, David Noble Smith purchased the land from the Mexican government. James Irvine and his family were among the first to settle in San Clemente. James Irvine II bought half of Rancho San Joaquin from Smith in 1876. Between 1883 and 1888, the remaining land was purchased by James Irvine III, and Henry W. Wolfskill.
Irvine and Wolfskill hired architect Myron Hunt to design the townsite. A few months later, a group of investors headed by Edward Buffum and George Whittell brokered an arrangement with Irvine and Wolfskill to purchase 18,000 acres (73 km2) for $100,000. They planned to divide it into 1-acre (0.40 ha) parcels and sell it primarily to veterans with disabilities (World War I was occurring at this time).
